The Chinese government released its first Arctic white paper in early 2018. From a strategic perspective, this book focuses on the extension and changes of the Maritime Silk Road framework, and puts forward a series of powerful forecasts and predictions concerning the economic development of the “Belt and Road”. These views are separated from the mainstream strategic thinking prevailing in the West, and provide a leading and forward-looking theoretical reference for the creation of a new pattern of win-win cooperation on the modern maritime silk road.
